A $1-million community-education program called RAIN begins today at the greenest house in the region let rain water soak into the ground.

"So we want people to pick up their pet wastes, pick up their cigarette butts, reduce the amount of salt they put down in the winter and reduce the amount of fertilizers as well because all of that ends up washing into the river," Evans said.

"We will also be working along with the commercial and institutional sector," Evans said.
